Saeid Rashnavadi, director general of the department, said three of the permits, worth a combined $4.684 million, were issued specifically for projects in Ilam Province.
Another permit, valued at $680 million, was granted to a Romanian investor for a power-generation project that will be implemented jointly across the provinces of Khuzestan, Fars and Ilam, he said.
Rashnavadi also said a €12.08 million capital increase had been approved for Almatou Silicon Manganese Alloy Co., backed by a Chinese investor.
The company has registered an incoming capital contribution of 2.26 million yuan in Malekshahi County and has established a silicon-manganese alloy production plant, he said.
The company’s investment portfolio includes production of ferromanganese, ferrosilicomanganese, ferrochrome and ferrosilicon, with Chinese investors involved in the project.
Rashnovadi said other foreign investment projects in Ilam include aluminum and copper recycling, as well as zinc recycling, at the Mehran Industrial Estate. The projects are backed by Iranians living in Kazakhstan.
In the energy sector, a permit has also been issued for a project to build a solar power plant and generate electricity from flare gas for Bita Steel Hirad Co., with Romania-registered Gas Vest SA as the investor.
The official said the capital-increase permit for Almatou Silicon Manganese Alloy Co.’s ferromanganese, ferrosilicomanganese, ferrochrome and ferrosilicon project was issued in 2024.
In 2025, Ilam also issued a civil-partnership investment permit for a mobile-phone manufacturing project in Chavar County, backed by an Iranian investor living in Australia.
Ilam prepares seven investment opportunities for foreign investors
Rashnovadi said seven priority investment opportunities had been prepared for presentation to foreign investors by Ilam’s departments of Cultural Heritage, Tourism and Handicrafts and Industry, Mining and Trade.
Feasibility studies for the opportunities have been prepared in both Persian and English, and the projects have received approval from Iran’s Organization for Investment Economic and Technical Assistance, he said.
Among the industrial opportunities is an EPDM (ethylene propylene diene monomer) production project in Abdanan, with annual capacity of 50,000 tonnes and estimated investment of €58.12 million.
Another project in Ivan is designed to produce linear alkylbenzene sulfonic acid (LABSA), with annual capacity of 30,000 tonnes and investment of €14.75 million. A bioethanol production project in Dehloran has an annual capacity of 60,000 tonnes and requires €54.9 million in investment.
A carbon-black production project in Mehran, with annual capacity of 40,000 tonnes, is also among the opportunities, with estimated investment of €30.58 million.
The province has also identified three tourism projects for foreign investment: the Tang-e Kafari suspension bridge in Badreh, designed to accommodate 75,000 visitors a year, with investment of €927,000; the Ilam tourism complex, with annual capacity of 60,000 visitors and investment of €1.138 million; and a five-star hotel in Ilam, with annual capacity of 30,000 visitors and investment of €4.95 million.
